Provost Kertzer, Stephen Foley, Barrett Hazeltine, Robert Klaber, David Margolius, Neel Shah, Kisa Takesue, and David Bloom were unable to attend.

President Simmons began the meeting by asking members of the Council to introduce themselves. Several new members were in attendance.

The minutes of the April 11, 2006 meeting were approved.

President Simmons asked Russell Carey, Interim Vice President for Campus Life and Student Services, to advise the Council about two recent incidents that were the subject of a campus-wide e-mail that had been sent earlier in the day on behalf of Mr. Carey and President Simmons. Mr. Carey briefly described the two incidents. The first incident occurred on or near the campus and involved Brown students and Brown and Providence Police. The second occurred off campus and involved a Brown student and Providence Police only. Both incidents included allegations of police misconduct and are being investigated. Mr. Carey acknowledged the strong interest and concern in the student community about the incidents, and the issues that may be raised regarding relationships between students and law enforcement, community safety, and individual rights and responsibility. Discussion among and questions from members of the Council and the audience regarding the incidents followed.

Beppie Huidekoper, Executive Vice President for Finance and Administration, provided background on Brown’s exploration of a potential Social Choice Fund. Chris Talbot ’06, Social Choice Fund Intern, reviewed the highlights of his draft report on Investment Responsibility. The report addresses concerns regarding the establishment of a Social Choice Fund and offers a broad range of options for Brown to consider.

At the close of the meeting, members of the Brown Community were given the opportunity to address the Council and raise any other pressing issues. No one came forward.

The next meeting of the Brown University Community Council will be held on Tuesday, 
October 17 from 4:00 – 5:30 pm in Leung Gallery, Faunce House.
